UK and France Will Dispatch Military Personnel to Ukraine should a Peace Deal is Reached

The British and French governments have formalized a declaration of intent concerning the positioning of armed personnel in Ukraine should a peace deal be struck with Russia, the UK Prime Minister, Starmer, has announced.

After negotiations with allied nations in the French capital, he indicated that the allies would "create defense centers throughout Ukraine and build fortified facilities for weapons and defense matériel" to discourage any potential incursion.

The partner countries also put forward that the America would take the lead in overseeing a ceasefire.

The Kremlin has repeatedly warned that any foreign troops in Ukraine would be considered a "acceptable aim", but has not yet commented on this new declaration.

Background and Continuing Conflict

Moscow's leader Vladimir Putin initiated a comprehensive attack of Ukraine in early 2022, and Moscow at this time controls approximately 20% of the country's land.

"This represents an essential component of our vow to support Ukraine for the foreseeable future," remarked the British leader.

Heads of state and top officials from the "Partner Group" took part in Tuesday's talks.

Speaking at a shared media briefing, Starmer further said: "It paves the way for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, securing Ukraine's airspace and waters, and regenerating Ukraine's military for the time to come."

The PM also stated that Britain would take part in any Washington-directed verification of a prospective truce.

Protection Pledges and Negotiation Stances

Senior US negotiator Steve Witkoff remarked that "durable security guarantees and strong prosperity commitments are essential to a lasting peace" in Ukraine – alluding to a central condition made by Ukraine.

He indicated the partner nations had "mostly completed" their work on finalizing such guarantees "to ensure the Ukrainian people know that when this war ends, it ends for good."

The former US envoy, US President Donald Trump's special envoy, also participated in the negotiations.

Separately, French President Emmanuel Macron said that Ukraine's allies had made "significant advances" at the talks.

He said that "robust" defense assurances for the Ukrainian government had been agreed in the case of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky commented that a "significant development" had been made in Paris, but cautioned that he would only view efforts to be "sufficient" if they resulted in the end of the conflict.

Earlier, Zelensky said a settlement was "largely prepared". Settling the remaining 10% would "decide the fate of the agreement, the fate of Ukraine and Europe".

Remaining Challenges

  • Land and security guarantees have been at the center of unresolved issues for diplomats.
  • Moscow has repeatedly warned that Ukrainian troops must retreat from all of Ukraine's eastern Donbas region or Russia will seize it, rejecting any compromise over how to end the war.
  • Zelensky has so far ruled out giving up any territory, but has floated the idea that Ukraine could withdraw its troops to an designated point – but only if Russia does the same.

Moscow currently occupies about 75% of the Donetsk region and around 99% of the neighbouring Luhansk. The pair of oblasts form the area of Donbas.

The initial US-led multi-point framework that was extensively reported to the media last year was seen by Ukraine and its partners in Europe as being heavily skewed in Russia's favor.

This triggered weeks of high-level diplomacy – with the involved parties trying to revise the document.

Last month, Ukraine submitted the US an new framework – as well as additional documents detailing potential security guarantees and provisions for Ukraine's reconstruction, the President added.
